National Council Session
Every three years, delegates from EVERY Girl Scout Council
in the United States travel to one city to hold the National
Council Meeting. The delegates vote on issues that affect
the entire movement and hear reports of the status of the
organization. They also have a chance to get together with
Girl Scout friends from across the country, see exciting
vendor displays and shop at the largest Girl Scout Shop in
the nation!
October 30 to November 2, 2008 the National Council will
meet in Indianapolis, Indiana and Girl Scouts of Frontier
Council will send delegates to represent us and vote on our
behalf. Check back to this page to keep up with news and
notes. We’ll have information here on how apply to
become a delegate and get to travel to Indianapolis and participate
in all the FUN!

Do I need to be a member of the Girl Scouts to volunteer
at the GSUSA National Council Session/Convention?
All volunteers must be registered Girl Scouts. Because the
Girl Scout year begins Oct. 1, you must be registered for
the 2008-09 Girl Scout year or be a lifetime member.
What will the full-time registration fees be, and how
many delegates and visitors are allowed per council?
- Adult Early registration-$245.00
- Ontime registration-$275.00
- Girls Early registration-$175.00
- Ontime registration-$195.00
Who can attend the National Council Session/Convention?
Delegates and official visitors are determined by the local
council. Both delegates and visitors must be registered members
of GSUSA and be 14 years of age and older at the time of
the convention.
Who can visit the Hall of Exhibits?
All registered delegates and visitors will have access to
the Hall of Exhibits. Individuals with Hall of Exhibit passes
can access only the Hall of Exhibits on the day and time
indicated on their passes. Day passes will admit individuals
to the general session and Hall of Exhibits on the day indicated
on the passes.

What is it?

from all over the United States gather to conduct the business
of the national organization and to celebrate Girl Scouting.
What goes on there?
• The national council session where
GSUSA business is conducted, including the election of
national board members
and officers.
• National Girl Scout Leadership Institute for girls
grades 6-12.
• An exhibit hall featuring displays and activities.
• The “largest Girl Scout shop anywhere” featuring
unique Girl Scout items.
You can be a convention volunteer (more information
will become available about these opportunities), attend
as a National delegate or alternate from your council (ask
your council how you could be nominated) or go as an official
visitor (your council will have information on how you can
do this).
2008 National Council Session: Proposals (from
GSUSA)
The National Board of Directors invites Girl Scout councils
to partner in building the agenda for the 2008 National Council
Session, which will convene in October 2008 in Indianapolis,
Indiana. Major responsibilities of the National Council
are to:
- Elect a National Board of Directors
and National Nominating Committee (2008-2011);
- Vote on proposals and amendments to
the Constitution of GSUSA
- Provide input to the National Board
to assist in determining national policies to guide the
direction of the Girl Scout Movement;
- Receive a National Board report on
stewardship of the Movement for the 2005-2008 triennium.
To ensure our time, energy, and financial resources are
used productively in preparing for and attending the National
Council Session, please give careful thought to any proposed
agenda item your council may submit or support. Some criteria
to use in developing or supporting proposals for consideration
by the National Council are below.
The proposal should:
- Provide strategic direction to the
Girl Scout Movement by giving guidance at a major policy
level, requiring consideration by the National Council
for implementation;
- Suggest a change either 1) far-reaching
in its vision and with national impact, or 2) resulting
in a major change to the governance structure, thereby
requiring amendment of the Constitution of GSUSA;
- Have the firm support of the originating
council board of directors for the proposed change.
To help ensure that issues included on the agenda relate
specifically to governance, we remind councils that GSUSA
has a process to channel operational issues to the CEO. Topics
that emerge on operational or management issues, or issues
most appropriately addressed through the work of the national
staff, should be mailed to Kathy Cloninger, Chief Executive
Officer of GSUSA, at the national headquarters address.
Since not all matters affecting Girl Scouting
nationwide require formal action by the National Council,
you may offer further guidance to the National Board
of Directors through discussion topics. Councils
may send discussion suggestions to the National Board
of Directors any time after receiving this letter. Please
remember these suggestions must be postmarked no later
than April 18, 2008. We look forward to your thoughtful
participation in building the agenda for the 2008 National
Council Session.
